Job Description for the position of Release and Deployment Manager
Release and Deployment Management is a discipline in IT service management.
The role of Release and Deployment Manager is to ensure the goals of the Release and Deployment Management process are achieved. The main objective is to build, test and deliver the capability to provide the services specified by service design and that will accomplish the stakeholders' requirements and deliver the intended objectives.
Many of the objectives include:
- Planning of test environments
- Planning of actual releases
- Testing release packages
- Testing deployment environment
- Managing actual Release & Deployment
- Post Deployment reviews
The job
The Release and Deployment Manager is a position within the scope of Release and Deployment Management ITILv3 process.
This document provides a good description of the position but is not complete for every organization. Adjust as necessary.
Position
- Immediate seniors are the Service Transition Manager.
- Immediate juniors are the staff triggering the Release and Deployment Management process.
- "Users" are all users of internal and external IT services.
- "Customers" are users of IT services internally in the organization and external paying customers that use the companies IT Services.
- "Suppliers" are parties defined by Service Design Supplier Management key process for each IT Service.
Production
Key Performance Indicators (KPIs)
- Plan over actual Releases and Release dates.
- Release Plans are aligned with Change Schedule
- For each Release package: Release Approach justification, and Evaluation Report attached.
- Plan over expected time in Early Life Support role after Releases.
- Number of bypasses of the process
- Improvement of service performance
- Improvement of user satisfaction
- Reduction in number of Incidents
- Reduction in number of Incidents without Workarounds
- Reduction in the number of discrepancies between Evaluation predicted performance and Actual Performance.
Responsibilities
Release and Deployment Manager is responsible for:
- Tasks
- Planning
- Planning scope of release
- Planning effective releases with actual third party suppliers
- Planning roll-back models
- Planning building of tests
- Planning of pilot test phases in test environments
- Planning of deployment
- Planning of delivery
- Compilation, building and Testing
- Delivery of compilation, build and test results into Evaluation Predicted performance report
- Building and Testing
- General management over the testing
- Adhering to the release documentation for quality assured documentation
- Obtaining resources to deliver the release
- Compiling the Release Units into the Release Package
- Structuring and controlling test environments
- Testing and Pilot phases
- Service release test
- Service Operation readiness test
- Implementation of a pilot
- Planning and preparing deployment
- Manage the deployment team, ensure roles and responsibilities are understood
- Transition, deploy and removal of old services
- Transfer of pre-test elements (Agreements, financial assets, roll back plans)
- Transfer of the service
- Deployment of the service
- Removal of old/superfluous services
- Verify Deployment
- Ensure all users can actually use the service as agreed
- Ensure CSI notes/ lessons learned are logged
- Early Life Support
- Update documentation and take part in Service Desk
- Evaluate process and transition

- Making recommendations for Service Improvement Plans
- Ensuring the Release and Deployment Management process is performed as designed.
- Developing a Release and Deployment Management process model for the role of Incident Manager.
- Ensuring the Release and Deployment Management process is fit for purpose.
- Ensuring process description meets objectives
- Ensuring ELS staff from Release and Deployment Management the the Service Desk role upon new and updated releases.
- Sponsorship, design, and continual improvement of the process and its metrics.
- Following the organization's policies relating to employment.
- Personnel
- Leading and supporting the Release and Deployment Management team.
- Motivate the employees you are responsible for. Help them thrive in a challenging work environment.
- Understanding the full scope of the Release and Deployment Management process.
- Ensuring that all your co-workers in projects understand and follow all procedures they are involved with.
- Ensuring any disagreements with employees have the opportunity to become RfCs.
- Reporting
- To Process Manager (To ensure optimal process interaction)
- To Service Operations Manager (To ensure Incidents are managed in relation to the Incident Management process description)
- To Service Owner (To improve all Release and Deployment Management decisions)
- To Service Operations Management (For escalation purposes)
- To ITSG (To ensure all IT goals are aligned to business goals)
Authority
- Service Transition time scales (Based on input from Transition Planning & Support)).
- Service Design design tools and technology required to perform release and deployment.
- Service Design designs Release and Deployment Models with pre-defined activities. Any changes to these activities must be transitioned.
Resources
Internal resources
- The Release and Deployment Manager has internal resources available as defined by the organization for process owners.
External resources
- The Release and Deployment Manager has external resources as appropriate to ensure the fulfilment of the objectives of the Release and Deployment management process.
Qualifications
It is expected that the Release and Deployment Manager has the competence required to competently manage the Release and Deployment Management ITILv3 process.
It is expected that he/she constantly acquires knowledge necessary to continually manage the Release and Deployment Management ITILv3 process better so that expectations are continually met.
Advancement
As Release and Deployment Manager you have the possibility to apply for positions as Service Operations Manager and other key positions in the Operations life cycle phase. You are also encouraged to apply for other positions in Application and Technical Management.
